Urban and Environmental Improvement Project

Worked as the financial management consultant.  The project has been implementation in nine municipalities of the country.   It has various infrastructure and community development components.  The work of the financial expert is to provide overall assistance in the financial administration system during project implementation, designing the project accounting system, providing training to project staff, preparing periodic financial reports etc.The project is funded by the Asian Development Bank. FY 2005 – ongoing.

Management and Restructuring of Nepal Bank Ltd

Worked as a sub-contractor with Bank of Scotland (Ireland) Ltd, IBTCI, USA and two other local consulting firms for the management and restructuring of the Nepal Bank Ltd., the oldest and biggest commercial bank in Nepal.  The consultants were responsible in improving the management of the Bank.  The primary responsibilities of the consultants are to:

  • stabilize the bank in restoring its financial health to an acceptable level;
  • take financial control of the bank in an effort to stem the existing losses and to make every effort to recover the existing loan portfolio;
  • develop and strengthen the accounting capacity of the bank so that reliable and timely, externally audited accounts can be produced for public consumption;
  • develop internal auditing capacity to ensure the bank’s general operating efficiency and its compliance with managerial policies, laws, regulations, and accepted accounting principles;
  • recommend on the accounting split between good and bad assets, restructure and recover the problem loans as far as possible before complete write off;
  • Develop a comprehensive human resources policy for the bank.

Urban and Environment Improvement Project

Urban and Environmental Improvements project preparation work in order to finance the satellite towns of Kathmandu valley.  The work comprised review of the financial administration system of the selective municipalities for designing and forecasting the project costs. FY 2001.

Review of Rural Water Supply Related SO and WUC Accounts

Financial review of the statement of accounts of Service Organizations and Water User Committees (SOs/WUCs).  Fund is provided to these agencies for the implementation of the water supply and sanitation projects implemented by the Fund Board. FY 1998 to present.

Strategic Planning for the Department of Water Supply & Sewerage

An assessment of the financial system of DWSS (rural and urban schemes), study of tariffs and cost recovery. FY 1994.

Rural Water Supply & Sanitation Project Preparation Study

Review of cost recovery policies of DWSS and different NGOs and assessment of their effectiveness. Cost recovery policy was recommended. FY 1992.

Community Based Water Supply and Sanitation Project

Provided consultancy services in the implementation of community based water supply and sanitation project in four remote districts (Rolpa, Rukum, Doti, Bajang). The services comprise of disseminating information on model procurement procedures for Water User and Sanitation Committees (WUSCs) and set up, enforce and monitor district level project financial disbursement and reimbursement system and assist Community Water Supply and Sanitation Unit Office (CWSSUO) in conducting orientation and training related to financial management for NGOs/CBOs and WUSC, assist CWSSUO. FY 2008 – Ongoing.

DFID funded Financial Management System Assessment of the NGOs

Carried out the Financial Management & System Assessment (FMSA) of the NGOs before release of the Global Fund grant to the respective NGOs.   It is essential to assess their capacity in the implementation of the Global Fund grant for HIV Aids. FY 2006.

Urban Sector Strategy

Assessed urban sector financial requirements, flow of public and private finance to urban development, analyzed the current pricing policy and cost recovery, reviewed fiscal policy constraints for private participation. FY 2000.

Institutional Strengthening of Financial Comptroller General of Nepal Rural  

Associated with Cowater International in strengthening internal audit, cash management and training of Financial Comptroller General’s Office and developing audit guides for the Office of the Auditor General of Nepal. FY 1996.

Program Budgeting and Project Monitoring

Team member of Program Budgeting and Project Monitoring Project (Phase III) project formulation mission as a government accounting expert for UNDP. FY 1998.

Institutional Development of the Office of the Auditor General of Nepal Phase I and II

Associated with Cowater International, in Accounting, Auditing and Accounting Education Project for developing accounting and audit manual of HMG and the study on the future of accounting education in Nepal. FY 1996.

Water Supply & Sewerage Studies Nepal (Fourth Project)

Feasibility Studies of water supply, sewerage/sanitation up to the year 2000 for ten provincial towns. FY 1984.

Preparation of Commercial Accounts from Government Account of TIA 

Preparation of commercial accounts from HMG accounting records of Tribhuvan International Airport from 1980/81 to comply with the ADB loan covenants. FY 1981 to 1999.

CAPACITY BUILDING TRAINING

RWSSFDB

Provided training to Service Organization accountants engaged in keeping accounts of fund received from fund.FY 1998 to 2005 (intermittent).

Accounting System Directives and Bye Laws for Local Trust Fund

Developed accounting system, directives and bye-laws for the operation of the local trust fund implemented through the District Development Committees (DDCs). FY 2000.

Computerized Accounting System of Town Development Fund Board 

Designed, developed and implemented the accounting manual and computerized software and operational manual for Town Development Fund Board with regard to financial management system for efficient financial administration system. FY 2000.

Financial Consultant World Bank

Developed donor fund recording and Project Accounting reporting formats and   provided on the job training to the project accountants. FY 1979 to 2002 (Intermittent).

Maintenance of Accounts 

Engaged in the preparation of the accounting records of business establishments and NGOs.  Used software for implementing these accounting records. Presented financial and management reports to the client.  FY Continuous.

Kathmandu Urban Development Project

Assisted the project accountants of three components of the project in maintaining accounting records to meet the requirements of HMG and donors. FY 1998 to 2000.

Preparation of Financial Statement of Tribhuvan International Airport

Prepared financial statements of Tribhuvan International Airport based on accrual accounting system and provided on the job training to the government accountants. FY 1995.

Road and Road Transport Institutional Development

Preparation of administrative and accounts manuals for the day to day use by NOWT and DORs staff. Provided training on the use of the manual. FY 1993.
